Inner Layer: Programs

THE INNER LAYER

The Inner Layer should be approximately half a mile (900 yds) in radius measured from the village duck pond.  The Inner Layer defines the heart of the village.

The Size and location of the inner layer is subject for agreement with all interested stakeholders.

The Strategy aims to make the driver feel that the “village dominates the roads” and not, as is currently the case, that “the roads dominate the village”.

  • All roads are subject to a 20 or 30mph speed limit;

  • Drivers will be subject to high intensity traffic calming measures throughout the inner area;

  • The Inner Layer boundary defines the area within which these measures are installed;

  • The size of the circle, and hence the area covered, will be subject to much debate, especially for those living on Lodge Road.

Traffic calming in the heart of the of the village can take many forms, many require imagination and do not necessarily have to be traditional forms of enforcement. The requirement is to make the driver feel he is entering the heart of a community and that traveling at speed is inappropriate.

HVS suggest that it is inevitable that fixed cameras should be installed because they are the only proven traffic calming measures that drivers react to.  The use of speed cameras causes much debate, including where they should be located.

All traffic measures will be subject to approval of the village residents.
