Outer Layer: Programs

The Outer Layer

The Outer Layer should be approximately one mile in radius measured from the village duck pond. It designates an area where all roads are subject to a maximum 30mph speed limit, and the driver will be subject to the same speed limit while transiting through the village area.  This radical approach is necessary to remove the inconsistency of variable speed limits in an undefined area near the village.

  • There are six significant roads that capture different directions drivers may take when entering the Outer Layer;

  • It is essential that drivers are given clear, concise instructions on these roads;

  • Failure to deliver the message will lead to less effective measures later.

  • The size and location of the Outer Layer is subject for agreement with all interested stakeholders.

Village gates, used by many similar villages, provide contrast, have vertical extent and are conspicuous when placed in the rural background scenery, and hence provide a very good stimulus to the driver.  Although other measures could be used, the HVS recommend that installation of pairs of gates with thoughtfully designed signage at each of the outer layer entry points.

Six pairs of gates would be required to address the six major routes.

To further improve sensory awareness, the road surface between the gates can be altered with colour and vibration; for example red coloured rumble strips produce unpleasant sounds and vibration when crossed at higher speeds.  Simply painting the surface lacks impact and is not cost effective.

Failure to adopt a clear message to the driver at the outer layer will reduce the effectiveness of later measures.  The existing Gates are ineffectual for traffic management because:

  • They are in the wrong location;

  • They have no speed messages

  • They are not paired;

  • Messaging is not clear;

  • The Road surface does not reinforce the Gate.
